1 Purpose of Report
1.1 This project aims to migrate the current Education and Learning case management solution, Capita ONE from an on premise hosting to Software as a Service (SaaS) solution in order to support the cloud migration programme timescales and continue to provide a stable platform for service delivery.
1.2 This report seeks approval to award a contract for the provision of the Capita ONE SaaS product to Capita Business Services Limited via a direct award via the KCS Professional Services framework under ‘The Provision of Managed Services of Business Solutions’ – Y16018.
2 Recommendation(s)
2.1 That a contract is entered into with Capita Business Services Limited. This contract has been reviewed by both Legal Services Contact Lawyer and Head of Procurement and is ready to proceed to contract formation on agreement of this paper.
3 Reasons for Recommendation(S)
3.1 Capita are the sole providers of their SaaS product and therefore are the only vendor able to deliver the Capita ONE SaaS solution.
4 Alternative Options Considered
4.1 As detailed in the Strategic Procurement Plan.
5 Supporting Information
5.1 The Procurement Plan for the Capita ONE SaaS solution was approved by the Executive Member and Executive Director of Delivery in October 2021.

6.1 Legal Advice
Remains as per the procurement plan and is compliant with the terms of the framework agreement and permissible under the Public Contracts Regulations 2015.
